ATLANTA (GA) – The Babies Can't Wait (BCW) Program is Georgia’s statewide early intervention system for infants and toddlers with special needs, ages birth to three, and their families. The Georgia Department of Public Health (DPH) is the lead agency for administration of the BCW system. As required under the Individuals with Disabilities Education Act (IDEA) Part C section 34 CFR §§303.110-303.113, “the State must publish its Part C application or policy in a manner that will ensure circulation throughout the State at least 60-days prior to the date on which the application or policy is submitted and allow an opportunity for public comments on the application or policy for at least 30 days during that 60-day publication period.
Public Comment Period for our 2017 application is now open until April 10, 2017.
FFY2017 Annual State Application under Part C of the IDEA
The Georgia Department of Public Health’s (DPH) Babies Can’t Wait (BCW) program invites interested persons to participate in a 60-day public comment period for the Federal Fiscal Year (FFY) 2017 Annual State Application under Part C of the Individuals with Disabilities Education Act (IDEA) and Stakeholders, early intervention providers, parents and members of the public are encouraged to comment and may review the grant application and revised policy online or at locations throughout the state.
Comments will be accepted in four ways:

DPH invites interested persons to attend Public Hearings and present public comments. To allow an opportunity for all to be heard, comments will be limited to five minutes. (See public notice with locations attached below.)
Babies Can't Wait Annual Performance Reports and State Performance Plans
Each year the Babies Can't Wait reports to the Office of Special Education Programs (OSEP) on the status of the program. This is the State Performance Plan. The Babies Can't Wait Part C Annual Performance Report records stakeholder input and revisions to the State Performance Plan.
As part of the public comment requirement, the State Interagency Coordinating Council welcomes public comment from individuals, programs, agencies, and others, about topics related to young children with developmental delays or disabilities and their families. Public comments are a "reality check" for the members of the Council and let them know how the program is doing from people who are directly affected by it. They allow agency representatives and others the opportunity to respond to recommendations, situations, concerns and issues. The SICC Executive Committee thoroughly reviews and discusses all public comments. All persons making public comment will receive a formal written response from the Council Chair. NOTE: Formal, individual or system complaints should be directed to the State Babies Can't Wait Office, not the SICC.
Guidelines for Public Comment:
The SICC welcomes public comment and can be presented in a variety of ways:
- In person-any guest present at a quarterly meeting may make a 3-5 minute verbal comment that will be electronically recorded to ensure accuracy; or present a written comment that will be read to the audience.
